[ It's not as if Mizuki wants to judge Clarke. On the complete opposite end of the spectrum, this sort of seat is completely foreign to Mizuki. He is not judge or jury, he can only really comfortably fill the role of executioner. Even then, can an executioner without a judge do it's job? Can Mizuki really turn to scrutinize who he picked as his judge?
